The problem ...
The issue with standards is that they require people to comply. In the long run, that pays off, as you state. But look at the outcry over common core -- even though most of the curriculum is set by local and state, the fact that there is a federal standard has plenty of panties in knots. Do you think this IMS will avoid that fate?

standards are key
I completely agree from your post.  A fragmented market can cause more problems even stiffling innovation.  By businesses following common standards everyone follows some common guidelines helping support integration among various different vendors.  Otherwise, we will be in the same situation as the medical field, too much fragmentation.
