Nice but needs more
Too bad parnering up with IBM hasn't resulted in better Twitter tools to report abuse.  Gamergate brought this deficiency vividly into focus.

A real good move on the part of IBM. They are really reimagining their business strategy. In this socially mobile world they are now becoming players and with their brand name I think people will take notice. I am for this partnership and let us see how it plays out!

Not clear what's new
It seems like what's new is the packaging and promise of more to come. IBM has been making use of Twitter data for some time, as part of sentiment-analysis and customer-insight services and so on. It's not like IBM has a lock on Twitter data feeds, so it seems like the point is "but we're IBM, so we can do it at scale like nobody else."
