You don't need to assume people looking for jobs are unemployed. My husband has been looking to make a move to get us into a better job market and closer to family, but he had a good full time job, just not where we wanted to be.

He found a good opportunity shortly before the holidays, but if he hadn't he would have had to choose to continue searching everyday, submitting resumes, and working on sample projects for two interested companies or actually taking a break and relaxing and enjoying the family while off work for a awhile.  I completely understand why someone would want a break when the Holidays are whizzing by with family and celebrations and gifts to buy and play with.

But if you haven't found something, as stressful as looking for a job can get, if you want to make a change, keep looking over the Holidays, you never know when the right opportunity with present itself. (Which could be a great present for your whole family.)

I agree. People should apply.  But, expect a slow response.  This is a slow time for everyone.  I think the slow month is  a good time to get extra training under your belt and start planning for a new strategy for the upcoming year.  This slow month could be a time for reflection on other areas of the job hunt which could be improve.

Job Seeking and The Holidays

I don't understand why anyone needs to be encouraged to submit resumes if they are unemployed at the moment. 

The holidays are typically slow hiring months for tech, but that shouldn't stop those looking for employment.
